Very interesting. I’ve never seen this done in such a low tech fashion. I used to work for HADCO back before they were bought by Sanmina and then subsequently merged with SCI. The methods used here would be best for extremely small batch jobs. My jaw about hit the ground listening to the exposure times.
I primarily worked in the solder mask dept, and typical exposure time was no more than a minute and a half at most.
In my opinion a mild etch bath followed by an immediate solder coat would remove the need to rosin the board provide customers with a ready to populate board. Thereby adding value to your product and making your services more appealing to your client.
