Since he needs a significant amount of 12 volt DC power on the ROV the DC power tether cable needed to be substantial. What he has done is use the unused CAT5 wires to send down 130V DC. These days POE is quite popular but that typical max voltage is around 57 volts. Looks like typical CAT5 cable is rated at 300 volts so as long as you don’t do the tong test on any of the live wires you should be fine.
