I think I know what it is, and what it could be used for (just an educated guess), but I have no idea how to find the manufacturer or model number.

That is definately not a 1/4 - 20 thread for a camera….
I am absolutely sure I know what it is.
I have never seen this specific item before.
I have seen some people using a similar item as a cigarette holder!

I was going to guess that it was a Turbo Prop Balancer for model RC airplanes; we’ll see if I was correct after the answer is posted.
