The device is a 5 volt regulator. This device would be used where you have a high voltage and need a stable 5 volt supply. For example a 7805 could be used to take the 12 volt power available in your car and produce a stable 5 volt power source for a microcontroller. There are of course many other uses for the device.

Come on guys, can we try harder than that, heck all someone would have to do is Google the part number, and they could email you a spec sheet in under 2 minutes of posting, if they worked fast.
Iv’e never even used one personally, but I knew what it was as soon as I saw the numbers on it.

You assume that everyone in front of a computer is familiar with small electronics. This contest is a great teaching tool. It makes an individual research and learn what something is used for or how something works. The person doesn’t know it but they are learning. They only thing they are looking the info up to get a prize. If schools could incorporate something similar we would have geniuses walking around.
